Discord Webhook System Improvements

This update focuses on improving the reliability and consistency of the Discord webhook integration used for website content notifications.

Webhook Fixes

• Fixed an issue where standard website posts were no longer being sent to Discord.
• Corrected post type handling to properly distinguish between devlogs and standard articles/posts.
• Improved webhook validation and response handling for better reliability.
• Added safer duplicate protection logic to prevent posts from being incorrectly marked as sent when a webhook fails.

Discord Formatting Improvements

• Fixed inconsistent special character formatting when posts were displayed inside Discord.
• Corrected symbol/entity decoding issues where characters such as apostrophes, ampersands, and quotation marks could appear as encoded HTML values instead of proper symbols.
• Improved UTF-8 handling for better compatibility with Discord embeds and message formatting.

Backend Improvements

• Added additional error handling and logging support for easier webhook debugging.
• Improved publish detection logic to ensure notifications only trigger on the first public release of a post.
• Cleaned up webhook request handling to improve overall stability and consistency across the platform.
