Safeguarding & Filming Standards (UK)

Purpose
To protect children, young people, and adults during filming at public or private events, and to ensure all content is appropriate for a general audience (e.g. YouTube, social media, broadcast, or promotional use).

This Code applies to all staff, contractors, performers, contributors, and volunteers involved in filming or production activity.

1) Core Safeguarding Rules

• No nudity, sexualised behaviour, or sexual content involving anyone under the age of 18.

• No casting of adults who appear under 18 in suggestive, sexualised, or exploitative roles.

• No sexualised use of school uniforms, youth-coded clothing, props, or scenarios, or any power-imbalance storylines (e.g. teacher/student, coach/athlete) in a romantic or sexual context.

• No covert, intrusive, or exploitative filming, including voyeurism, up-skirting, or filming without clear knowledge and consent.

• No obscene, degrading, abusive, or harmful content, whether scripted or spontaneous.

2) Children and Young People (Under 18)

When children or young people are present or involved:

• A licensed chaperone and/or parent/guardian must be present at all times, as required by law.

• No nudity, semi-nudity, sexualised dialogue, or suggestive choreography under any circumstances.

• Separate facilities (toilets, changing areas, rest spaces) from adults must be provided where reasonably possible.

• Legal working hours, breaks, and rest limits must be followed at all times.

• A designated Child Welfare Coordinator or Chaperone will actively monitor wellbeing and has authority to pause or stop filming if concerns arise.

3) Sensitive or Intimate Content (Adults 18+ Only)

Sensitive scenes involving adults are subject to strict controls:

• Participation is voluntary and requires clear, informed, and specific consent.

• A Sensitive Content Rider must be agreed in writing before filming begins.

• Filming must take place in a controlled environment, with access restricted to essential personnel only.

• Consent check-ins must take place before filming, during if needed, and after completion.

• Privacy and dignity measures must be provided (e.g. robes, modesty garments, private waiting areas).

• Any participant may withdraw consent at any time without pressure or penalty.

4) Professional Conduct & Behaviour

All personnel must:

• Treat participants, contributors, and attendees with dignity, respect, and professionalism at all times.

• Refrain from harassment, bullying, coercion, discrimination, or inappropriate behaviour.

• No drugs or alcohol are permitted during working hours or at filming locations.

• Follow instructions from the Head of Production & Safeguarding and designated safeguarding leads.

• Intervene or escalate concerns immediately if behaviour or content becomes unsafe.

5) Reporting Concerns & Safeguarding Escalation

You must report immediately to the Head of Production & Safeguarding or Event Lead if you see, hear, or suspect:

• A risk to a child or young person.

• Unsafe, inappropriate, or non-consensual filming.

• A breach of this Code of Conduct.

• Behaviour that could cause harm or exploitation.

If you believe illegal material may exist:

• Do not copy, save, or share the material.

• Report it immediately through safeguarding leadership and follow legal reporting procedures.

Safeguarding is everyone’s responsibility.

If in doubt: stop filming, raise the concern, and speak up.
